I'm playing skyrim, and this is the second time i've made a character, gotten to lvl 30ish and the game start?

This is the second time i've gotten to lvl 30ish and skyrim and the game goes to complete ****, Whenever i try to buy or sell from vendors the menu never comes up, i cant change what kind of stone im using.I'm playing skyrim, and this is the second time i've made a character, gotten to lvl 30ish and the game start?
1. Save your game while standing infront of a vendor

2. Kill the vendor

3. Load your saved game

3. Menu comes up

5. Do a 360 quickscope with a Daedric Bow(Legendary) and shoot the vendor in the kneeI'm playing skyrim, and this is the second time i've made a character, gotten to lvl 30ish and the game start?
Please.......... Please, at the very least include which platform your playing on!
